Display Stackable controls when WordPress Responsive Styles are enabled

Describe the bug
Inspector controls are not displayed/available when Responsive Styles are enabled and the editor is switched to tablet/mobile view.

To Reproduce
Steps to reproduce the behavior:

1. Add a Hero block
2. Change viewport to Mobile
3. Enable Responsive Styles
4. See error

Expected behavior
Stackable inspector and its supported controls should remain visible and accessible when Responsive Styles is enabled using tablet/mobile view.
