Summary
Plan changes preserve the event limit recorded for each usage month. Sparse organization and project histories are filled in API responses from known monthly limits, starting no earlier than creation. When a plan changes, the outgoing base limit anchors the previous month; a delayed prior-month usage flush preserves that limit instead of replacing it with the new plan's limit.
Why
History should describe the limit that applied in each period. A current plan or bonus cannot reliably establish an earlier bonus, so nonzero recorded limits remain authoritative. Materializing missing months only in responses avoids rewriting stored history. No route, authorization, response-schema, or billing-timestamp contract changes.
Verification
