Summary: normalize both legacy array and npm 12 workspace-keyed outputs from npm pack --json across all release gates. Add regression coverage for valid and malformed result shapes. Validation: 423 tests passed; Node installed-package consumer, previous-release compatibility, pack reproducibility, and release policy passed; affected gates were exercised with npm 12.1.0.
